Purpose of the position

5 Secrets You Should Know About HR

Human resources: What goes on behind the closed doors of HR? They seem to wield power, but are they your advocate? A proxy for your manager? Here are five important things that you should know.
1. HR isn't there to be your advocate. The human resources department's function is to serve the needs of the business; its loyalty and responsibilities are to the company. Now, in some cases, that means advocate for employees against bad managers, because it's in the best interests of employers to retain great employees, identify and address bad management and stop legal problems before they explode. But plenty of other times, what's best for the employer will not be what's best for the employee, and the best interests of the employer will always win out. That's not cynicism; that's simply what HR's mission is.
2. HR isn't obligated to keep what you tell them confidential, even if you request their discretion. HR staffers aren't doctors or priests, and you shouldn't assume confidentiality when talking to them. If HR reps hear information that they judge needs to be shared or used to address a problem, their job obligates them to do that. In fact, in many cases they would be being professionally negligent - or in some cases, even breaking the law - if they didn't act.
Now, that doesn't mean that you can never talk to HR in confidence. But you should work out the terms beforehand explicitly - and should stay aware HR is still required to report certain things, like harassment or illegal behavior, even if they agreed to confidentiality before hearing your report.
3. HR knows things that they aren't telling you. Whether it's that changes to major benefits are approaching, or why some departments get significantly more resources than yours, or who in the organization is essentially untouchable, or who is on their way out, the human resources department learns things in the course of their work that they're not allowed to relay to you. If an HR rep who you normally know to be responsive is stonewalling you or seems resistant to explaining something, it's possible that they're simply not allowed to share something confidential. (That said, if you're regularly not getting what you need from HR, consider pushing back or talking to a different rep.)
4. HR's job is to support the company's managers, not to dictate how they operate. Some companies give HR more power than they should - such as letting them control how other departments hire or make promotion decisions. But in general, if you're a manager and your HR department is creating obstacles to your work (for instance, making it harder for you to hire great people or hire as quickly as you need to, or making it difficult for you to address performance problems forthrightly), you should push back. Escalate the situation, or find an ally higher up in the organization who can overrule HR or push for different procedures.
5. Your HR department might be great, or it might be awful. Some HR departments are tightly synced with the company's culture and goals and do excellent work - ensuring, for example, that managers are well-trained, benefits are strong and well-administered, salaries are benchmarked to industry and market norms and increased when needed, and that they help rather than hinder a company's managers. Others, though, focus more on holding office parties and then get in the way when managers need to hire, give feedback and handle sticky personnel issues. A good HR department can help a company get more done. A bad HR department will just get in the way.
But there's a huge amount of variation in human resources, so don't assume that what was true at a company you worked at previously will be true at your next.

Wanafunzi 117 wa Polisi, wamefukuzwa katika Chuo cha Taaluma na Mafunzo ya Polisi (MPA), kilichopo Manispaa ya Moshi, mkoani Kilimanjaro. 


Waliotupiwa virago na kufutwa kwenye kozi hiyo ni wale waliopoteza sifa za kuendelea na mafunzo ya kijeshi baada ya kukutwa na makosa ya utovu wa nidhamu, utoro na matatizo ya kiafya.

Kamishna Msaidizi wa Polisi (ACP), Matanga Mbushi, ambaye ni mkuu wa chuo hicho alisema katika mahojiano maalumu kwamba, waliotimuliwa chuoni ni kati ya askari wanafunzi 3,189 waliokuwa wamesajiliwa kuanza mafunzo ya kijeshi katika chuo hicho, Oktoba 25 mwaka jana.
 

Kati yao askari 115 ni wale wa Polisi na askari wawili wanatoka katika Idara ya Uhamiaji iliyopo chini ya Wizara ya Mambo ya Ndani.

Kufukuzwa kwa wanafunzi hao , kuna akisi moja kwa moja jinsi menejimenti ya chuo hicho ilivyojipanga upya kupunguza wimbi la baadhi ya askari walioko kazini na ambao wanalipaka matope jeshi hilo kutokana na kupotoka kimaadili kwa kutaka kujinufaisha kimaslahi.

Askari hao walikuwa waungane na wenzao ambao wanatarajiwa kuhitimu mafunzo ya awali ya polisi na uhamiaji, Julai 26 mwaka huu baada ya kupatiwa mafunzo ya medani za kivita. Mgeni wa heshima atakayeshuhudia kuagwa kwa askari 3,092 ni Waziri wa Mambo ya Ndani ya Nchi, Dk. Emmanuel Nchimbi.


Kamishna Mbushi alisema askari hao pamoja na mambo mengine wamepatiwa mafunzo maalumu ya utunzaji wa amani ya nchi iliyopo, Teknolojia ya Habari na Mawasiliano (ICT), Haki za Binadamu, Masuala ya mtambuka (Cross cutting issues), Usimamizi wa majanga na Usimamizi wa kazi za Polisi.

Mafunzo mengine ni pamoja na Polisi Jamii, Sheria ya ushahidi, Sheria ya mwenendo wa makosa ya jinai, Upelelezi wa makosa ya jinai, Usalama barabarani na stadi za kazi.

Taarifa za awali kutoka ndani ya chuo hicho, zinaeleza kuwa mahafali hayo ya Polisi yatatanguliwa na medani za kivita yatakayofanyika Julai 25 huko katika Kijiji cha Kilele-Pori, Wilaya ya Siha.

If you or someone complains that they wake up to find their skin aflame with bites, while others are
unscathed, know that you/they are not alone because an estimated 20 percent of people get bit more
often on a consistent basis.

While scientists don’t yet have a cure for the ailment, they do have a number of ideas regarding why
some of us are more prone to bites than others. Here are some of the factors that could play a role:

  1. Blood Type: Not surprisingly—since, after all, mosquitoes bite us to harvest proteins from our blood—research shows that they find certain blood types more appetizing than others. One study  found that in a controlled setting, mosquitoes landed on people with Type O blood nearly twice as often as those with Type A. People with Type B blood fell somewhere in the middle of this itchy spectrum. Additionally, based on other genes, about 85 percent of people secrete a chemical signal through their skin that indicates which blood type they have, while 15 percent do not, and mosquitoes are also more attracted to secretors than non secretors regardless of which type they are.

  2. Carbon Dioxide: One of the key ways mosquitoes locate their targets is by smelling the carbon dioxide emitted in their breath—they use an organ called a maxillary palp to do this, and can detect carbon dioxide from as far as 164 feet away. As a result, people who simply exhale more of the gas over time—generally, larger people—have been shown to attract more mosquitoes than others. This is one of the reasons why children get bit less often than adults, on the whole.

  3. Exercise and Metabolism: In addition to carbon dioxide, mosquitoes find victims at closer range by smelling the lactic acid, uric acid, ammonia and other substances expelled via their sweat, and are also attracted to people with higher body temperatures. Because strenuous exercise increases the buildup of lactic acid and heat in your body, it likely makes you stand out to the insects. Meanwhile, genetic factors influence the amount of uric acid and other substances naturally emitted by each person, making some people more easily found by mosquitos than others.

  4. Skin Bacteria: Other research has suggested that the particular types and volume of bacteria that naturally live on human skin affect our attractiveness to mosquitoes. In a 2011 study, scientists found that having large amounts of a few types of bacteria made skin more appealing to mosquitoes. Surprisingly, though, having lots of bacteria but spread among a greater diversity of different species of bacteria seemed to make skin less attractive. This also might be why mosquitoes are especially prone to biting our ankles and feet—they naturally have more robust bacteria colonies.

  5. Beer: Just a single 12-ounce bottle of beer can make you more attractive to the insects,one study found. But even though researchers had suspected this was because drinking increases the amount of ethanol excreted in sweat, or because it increases body temperature, 
  6. neither of these factors were found to correlate with mosquito landings, making their affinity for drinkers something of a mystery.

  7. Pregnancy: In several different studies, pregnant women have been found to attract roughly twice as many mosquito bites as others, likely a result of the fact the unfortunate confluence of two factors: They exhale about 21 percent more carbon dioxide and are on average about 1.26 degrees Fahrenheit warmer than others.

  8. Clothing Color: This one might seem absurd, but mosquitoes use vision (along with scent) to locate humans, so wearing colors that stand out (black, dark blue or red) may make you easier to find, at least according to James Day, a medical entomologist at the University of Florida, in commentary he gave to NBC.

  9. Genetics: As a whole, underlying genetic factors are estimated to account for 85 percent of the variability between people in their attractiveness to mosquitoes—regardless of whether it’s expressed through blood type, metabolism, or other factors. Unfortunately, we don’t (yet) have a way of modifying these genes, but…

  10. Natural Repellants: Some researchers have started looking at the reasons why a minority of people seem to rarely attract mosquitoes in the hopes of creating the next generation of insect repellants. Using chromatography to isolate the particular  chemicals these people emit, scientists at the UK’s Rothamsted Research lab have found that these natural repellers tend to excrete a handful of substances that mosquitoes don’t seem to find appealing. Eventually, incorporating these molecules into advanced bug spray could make it possible for even a Type O, exercising, pregnant woman in a black shirt to ward off mosquitoes for good.

ILI kuboresha utoaji huduma kwa umma hivi karibuni Tume ya Haki za Binadamu na Utawala Bora (THBUB) imeanzisha utaratibu wa kupokea malalamiko na taarifa kuhusu uvunjwaji wa haki za binadamu na ukiukwaji wa misingi ya utawala bora kwa njia ya ujumbe wa simu ya kiganjani.

Utaratibu huu mpya unatarajia kupunguza usumbufu na gharama kwa walalamikaji, hususan watokao pembezoni mwa nchi katika kuwasilisha malalamiko yao ofisi za Tume na kupata mrejesho. Itakumbukwa kuwa hapo awali baadhi ya wananchi walilazimika kuacha shughuli zao za kiuchumi na kusafiri hadi zilipo ofisi za Tume ili kupata huduma.

Vilevile utaratibu huu utaharakisha mawasiliano kati ya Tume na walalamikaji kwa upande mmoja na kati ya Tume na walalamikiwa, ukilinganisha na njia iliyokuwa ikitumika awali ya barua ya posta ambayo ilikuwa ikichukua muda mrefu na kukabiliwa na changamoto nyingi, ikiwemo kupotea kwa barua na wananchi wengi kutokuwa na anuani za posta za uhakika.

Kwa utaratibu huu mpya mtu anaweza kufungua malalamiko Tume pale ambapo ataona haki zake za msingi 
zimevunjwa au misingi ya utawala bora imekiukwa kwa kuandika ujumbe mfupi wa simu ya kiganjani kwenda namba 0754 460 259, naye atapokea majibu ndani ya muda mfupi.

Utaratibu huu mpya siyo tu unampa uhakika mlalamikaji wa lalamiko lake kufika Tume, bali pia unamwezesha kupata ushauri wa kisheria juu ya lalamiko lake ndani ya muda mfupi.

Aidha, utaratibu huu utaisaidia Tume kupata vidokezo (yaani ‘tips’) kuhusu matukio ya uvunjwaji wa haki za binadamu na ukiukwaji wa misingi ya utawala bora yanayotokea maeneo mbalimbali ya nchi na hivyo kufanya ufuatiliaji kwa wakati.

Utaratibu huu mpya unatarajia kuongeza idadi ya malalamiko yanayowasilishwa Tume kutoka wastani wa malalamiko 80 hivi sasa hadi 200 kwa Mwezi. Tume imejipanga kikamilifu kuyashughulikia malalamiko yote ndani ya muda mfupi. Hii inatokana na ukweli kwamba hivi sasa Tume inatumia mfumo wa kielektroniki ujulikanao kwa lugha ya kigeni kama “Case Management System,”  katika kushughulikia malalamiko yanayopokelewa.

Tunaomba vyombo vya habari vitusaidie katika kuhakikisha utaratibu huu mpya unafahamika vizuri kwa umma na kuwahamasisha wananchi wautumie kutoa taarifa mbalimbali zinazohusu masuala ya uvunjifu wa haki za binadamu na ukiukwaji wa misingi ya utawala bora.

Jinsi ya kuwasilisha lalamiko kwa simu ya kiganjani:
·         Tuma lalamiko lako ukianzia na neno 'REPORT' kwenda Na0754 460 259. Mfano: REPORT shule ya Msingi Kwetumbali, DSM tunachapwa viboko zaidi ya kumi.

·         Utapokea ujumbe usemao lalamiko lako limepokelewa Tume, na utaelekezwa kama unayo maelezo zaidi yatume kupitia barua pepe: chragg@chragg.go.tz au simu Na. 22 2135747/8.

·         Maafisa wa Tume wanaweza kukupigia simu ili kupata maelezo zaidi kabla ya kuanza kushughulikia lalamiko lako.

·         Lalamiko lako litakapoanza kushughulikiwa, utapata ujumbe wa simu kukujulisha Namba  ambayo utaitumia kufuatilia lalamiko lako. Namba hii itatumwa kwako kupitia namba ya simu uliyotumia kuwasilisha lalamiko lako.

·         Utaweza kujua hatua ambazo maafisa wa Tume wamefikia kwa kutuma ujumbe wa simu pamoja na Namba ambayo utakuwa umepewa baada ya lalamiko lako kufunguliwa jalada.

Jinsi ya kufuatilia lalamiko lako:
·         Tuma ujumbe wako ukianza na neno 'STATUS' kwenda Na.0754 460 259. Mfano: STATUS 13024.

Utaratibu huu wa upokeaji wa taarifa na malalamiko kwa njia ya ujumbe mfupi wa simu ya kiganjani umefadhiliwa na Programu ya Teknolojia ya Habari na Mawasiliano kwa nchi zinazoendelea (SPIDER) ya nchini Sweeden (au Swedish Program for ICT in Developing Regions).

Tunaomba ieleweke kuwa utaratibu huu mpya haubadilishi taratibu zilizokuwa zikitumika awali za kuwasilisha malalamiko Tume. Sambamba na uwasilishaji wa malalamiko kwa ujumbe mfupi wa simu ya kiganjani, Tume itaendelea kupokea malalamiko ya wananchi kwa mlalamikaji kuja mwenyewe kwenye ofisi zetu na kufungua lalamiko lake, na kwa kuandika na kutuma barua kwa njia ya posta, barua pepe au nukushi (faksi.

THBUB ni taasisi huru ya Serikali iliyoanzishwa kama taasisi ya kitaifa iliyo kitovu cha kukuza na kulinda haki za binadamu na wajibu na misingi ya utawala bora.  Ilianzishwa kwa mujibu wa Katiba ya Jamhuri ya Muungano wa Tanzania ya 1977 chini ya Ibara ya 129 (1) na Sheria Na. 7 ya Tume ya Haki za Binadamu na Utawala Bora ya Mwaka 2001 na ilianza kazi rasmi tarehe 1 Julai, 2001.

Tume ina majukumu mengi, baadhi ya majukumu hayo ni:  Kupokea na kuchunguza malalamiko yanayohusu uvunjwaji wa haki  za binadamu na ukiukwaji wa misingi ya utawala bora na kutoa mapendekezo, kufanya utafiti na kutoa elimu kwa umma kuhusu masuala ya haki za binadamu na utawala bora, na kutoa mapendekezo kwa ajili ya kuboresha sheria na kanuni zilizopo au miswada ya sheria na kanuni au taratibu za kiutawala ili kuhakikisha kuwa haki za binadamu na utawala bora vinazingatiwa.

Tume inafanya kazi Tanzania Bara na Visiwani Zanzibar. Kwa hivi sasa ina ofisi nne (4) zilizoko Dar es Salaam, Zanzibar, Lindi na Mwanza.
